Proposal for first ever, ‘Global Treaty Pertaining to Use of A.I. in Modern Day Warfare: and Universal Standard of Governance Concerning its Use in War Scenarios and Implications for the Human Rights and Survival of Civilians and Children’

It has become increasingly apparent that we as a society have significantly failed the people of Gaza.  In fact, a recent Guardian report revealed that Israel’s own military database, indicated that 83 percent of Gaza deaths were in fact civilians.  Save the Children, an international humanitarian organization reported that as of September 6, 2025 at least 20,000 Palestinian children have perished in the war.  Close to 40.000 more children have lost either one or both parents and countless others have been reported missing. The UN estimates that over 28,000 women and girls have been killed in Gaza since the start of the war on October 7, 2023.  As of March 2025, an analysis of the Gaza Health Ministry found that at least 1,238 Palestinian families have been completely wiped out with no survivors left.  Gaza recently became recognized by the U.N. as being the largest enclave of child amputees per capita in the World.  Mass starvation has been used systematically as a tool of war.  We cannot allow this type of horrific modern-day warfare and the unchecked proliferation of A.I. to become normalized, we must continue to insist upon bringing an end to the war in Gaza, the World's first artificial intelligence war.  We must also demand the long overdue return of the Israeli hostages.   

 

During the course of this war carried out by Israel, artificial intelligence has been used to usher in some of the worst destruction, and inhumane treatment of civilians that the world has ever seen. Over twenty thousand children and countless families have lost their lives in this 'merciless war' that utilizes A.I. technology such as Lavender, Daddies Home, the Gospel, A.I. drones and killer robots to carry out a host of war crimes through the lethality and exponentially catastrophic nature of A.I.  While new emerging artificial intelligence technology continues to be unveiled across the planet, and we applaud this ‘supernatural intelligence’ and the possibilities offered by A.I.  Despite all of the good things that its beneficiaries promise to offer the World through its mass implementation; we cannot overlook its catastrophic impact on human lives and the inherent risk posed to humanity of increasing 'apocalyptic wars' across the planet that threaten to wipe out billions of lives ahead and set nations back by ‘several generations.’   It is literally wiping out the ‘human family’ in Gaza right before our eyes.  And if we fail to stop it and rein in these blatant abuses of A.I. in modern day warfare, we will also have failed future generations of society. 

 

Therefore, in my research as a World Affairs A.I. Scientist, I am calling for the implementation of appropriate legal guardrails and safety measures to be created concerning the use of A.I. in modern day warfare and to prevent the misuse of A.I., with a particular focus on protecting civilians and children.  I am introducing a proposal calling for the first ever GLOBAL TREATY urging A UNIVERSAL STANDARD for appropriate use of A.I. in warfare. This document is known as the proposal for a Global Treaty Pertaining to Use of A.I. in Modern Day Warfare: and Universal Standard of Governance Concerning its Use in War Scenarios and Implications for the Human Rights and Survival of Civilians and Children. This proposal for a unified A.I. Global treaty also includes an Anti-A.I. Proliferation Agreement, A.I. Policy regarding the urgent need to protect children and the ‘human family’ in the context of modern A.I. war, and request for a ban on Autonomous Weapons Systems.  I am calling upon the United Nations, Hague, the International Criminal Court and International Court of Justice for their support in recognizing the urgent need for a unified global treaty that pertains specifically to ‘modern war.’  At the present moment, A.I. warfare is governed mainly by non-binding diplomatic declarations and existing humanitarian laws, however this lacks the sufficient standard needed for the times that we are currently living in, to protect civilians across the World.  The truth of the matter is, billions of lives are at risk both now and ahead as Artificial Intelligence continues to proliferate both in the Gaza and abroad, we sit at 89 seconds to midnight (per the Doomsday Clock of the Bulletin of Atomic Scientists). Artificial intelligence poses just as great a threat to society as Nuclear War, and it is imperative that this risk is communicated to World leaders, so that we do not continue these flagrant humanitarian violations or find ourselves standing at the door of World War III.  If we fail to stop this dangerous escalation, we will soon be facing an artificial intelligence arms race that could wipe billions of lives off the face of the Earth and that would also have an extremely detrimental and profound impact on the lives of children, women and the ‘human family’ globally.  The time to act is NOW."
